Lockney School Board Finalizes Superintendent Hire and Approves Key Measures in Latest Meeting

LOCKNEY, TX – The Lockney Independent School District (LISD) Board of Trustees held its regular board meeting on Monday, March 31, 2025, at 5:30 PM.

The meeting adhered to Government Code 551 and the Americans with Disabilities Act to ensure accessibility for all attendees.

Superintendent Hiring Finalized

A significant highlight of the meeting was the board’s final action to hire Steve Reynolds as the new Lockney ISD Superintendent for the 2025-2028 school years. Following this decision, the board negotiated and approved his contract, which will begin on July 1, 2025. The contract discussions were permitted to be held in a closed session under Texas Government Code, Sec. 551.074, but ultimately concluded with board approval.

Financial and Budget Updates

The board addressed several financial matters, including the approval of bills and a financial report review. Additionally, they approved Budget Amendment No. 32525A1, which increases the Maximum Entitlement for Migrant SSA by $4,343.63 following a final reallocation by the Texas Education Agency (TEA).

The board also approved an audit agreement with Bolinger, Segars, Gilbert, & Moss for the fiscal year ending August 31, 2025.

Graduation and Student Recognition Policies

Among the policies discussed, the board considered and approved guidelines for honor cords at graduation. These guidelines are expected to clarify qualifications and procedures for students receiving this distinction.

Band Program Enhancement

Lockney ISD’s band program will receive a boost as the board approved the purchase of new band uniforms and equipment. This investment aims to enhance student experience and presentation at competitions and performances.

Personnel Decisions

The board reviewed and approved recommendations for professional staff across the elementary, junior high, and high school levels. Additionally, they accepted resignations from professional staff members who submitted their notices.

To streamline future hiring processes, the board also approved a revision to DC (LOCAL), delegating hiring authority to the superintendent through August 31, 2025.

Policy and Superintendent’s Report

The board considered and approved Policy Updates, including Localized Policy Update 124 and an update to EIC(LOCAL), which governs academic achievement class rankings.

Superintendent Jim Baum provided an enrollment update and discussed upcoming Academic UIL and spring events. Graduation plans were also a topic of discussion as the district prepares for the 2025 ceremony.
